The first situation is for blue badge holders. They can park on double yellow lines for up to three hours. Just remember, this doesn’t apply where there are loading restrictions. Always check local council rules, as they may vary.
When using a blue badge, display it clearly. You also need to show the blue parking clock to indicate when you arrived. After parking, wait at least one hour before parking again in the same area on the same day.
The second situation involves loading and unloading. You can stop on double yellow lines for this purpose, but be cautious. If there are short yellow kerb marks, you can’t load or unload there.
According to the British Parking Association, you can pick up or drop off passengers safely, even if waiting is not allowed. Just be aware of any signs that might restrict your stopping time.
In Manchester, the city council says you can load or unload as needed, but you must move your vehicle right after. They can issue tickets if they think your loading time is unreasonable.
Even if you qualify for these exemptions, you can still get a penalty charge notice if you block the road. Always park considerately to avoid issues.
