‘Rapid’ Safeguarding Review After Murder of Teen Scarlett Vickers
A rapid review followed the tragic death of Scarlett Vickers, murdered by her father Simon Vickers, highlighting the need for safeguarding measures.

Simon claimed it was an accident during a playful moment. However, a forensic expert said the deep stab wound to Scarlett’s heart was unlikely to be accidental. Last week, a jury found Simon guilty of murder.
The court heard there was no clear motive for the attack. Before this incident, the family seemed close-knit with no reported issues. Scarlett’s mother, Sarah Hall, supported Simon during the trial, insisting he would never harm their daughter.
After Scarlett’s death, Darlington Borough Council quickly reviewed the situation. They wanted to see if any lessons could be learned. However, they decided a full safeguarding review wasn’t necessary since there were no significant findings.
During the review, they consulted with the national child safeguarding panel. They agreed that a detailed examination wasn’t needed. On the day of the incident, Simon and Sarah were watching a football match, and Simon had been drinking and smoking cannabis.
Throughout the trial, Simon insisted his actions were unintentional. He claimed he was just playing around with kitchen tongs, not using a knife. While he admitted causing the fatal wound, he denied murder or manslaughter.
Simon, who lives on Geneva Road in Darlington, will be sentenced on February 10. Meanwhile, Sarah’s mother, Elaine Hall, plans to challenge the conviction. She believes Scarlett’s death was an accident, stating that if Sarah thought Simon had harmed her, she would have left.
