New Marske: A care home conversion has been approved. This will accommodate one child. The plan aims to provide a supportive environment.
United Care Services Property Management first sought a lawful development certificate. They wanted to convert a bungalow on Sandmoor Road. They later withdrew this application.
The council advised that a change of use was necessary. Planning officers have now granted this change using delegated authority.
A lawful development certificate confirms that a building’s use is allowed under planning rules. It shows that a development is lawful without needing further permission.
The proposal is to use the house as a children’s home regulated by Ofsted. They will care for one child with two full-time carers on-site.
The home will operate like a family unit. Only minor internal changes are needed to meet Ofsted standards.
The property was last used for residential purposes in October 2023. Local councils raised concerns about parking on a narrow road.
Danielle Swainston, the director of children’s services, also noted parking issues. A neighbor expressed worries about the home’s suitability for children.
The report stated that the children would face emotional and behavioral challenges. Carers will work shifts and stay overnight in two bedrooms.
Another room will be an office. The report compared the home to a family unit of four, suggesting no significant impact on the neighborhood.
It also mentioned that the change of use would not affect highway safety. The parking plan is acceptable for the size of the dwelling.
The permission includes a condition for two parking spaces on-site. It also restricts the home to caring for one child only.
