Middlesbrough: So, the council just turned down a planning request for a shop and flat on Roman Road. They said it would mess with the character of the street and the conservation area.

The planning officers were pretty clear about it. They felt the changes would harm the look of the area, and there were quite a few objections from locals too. The plans included some big changes to the shop front and adding a new access door for the flat above.

Right now, the place is just a vacant shop and a flat that hasn’t been used since late 2022. The proposal claimed it would create a couple of full-time jobs and three part-time ones if it went through.

The council had already given feedback on earlier plans, saying they didn’t fit with local policies. After a couple of revisions, they still couldn’t support the changes because they thought it would alter the street’s character too much.

The final application was submitted last November, but once again, the council found issues with it. They were concerned that the new shop front and rear dormer window would really change the vibe of the area.

In the refusal notice, the Head of Planning, Paul Clarke, made it clear that the proposed changes would harm the street scene and the conservation area. The applicant has 12 weeks to appeal if they want to, but the council thinks their decision is solid.
