Landmark Town Centre Building Set for £18million Conversion
Caro Developments plans to convert Hilden House into 100 apartments, enhancing the town centre with modern amenities and sustainable features.

Hilden House was used by the Department of Work and Pensions from the 1970s until 2023. The proposed £18 million project aims to breathe new life into the disused office space.
If approved, the development will include a concierge, gym, wellness room, and a resident’s lounge. There will also be a co-working area and a secure parcel room for residents.
Neil Carlyle from Caro Developments said this location is perfect for high-quality homes. He believes it will help increase the number of residents in the town centre.
The planning application was submitted to Warrington Borough Council last week. The building covers 52,400 square feet and will become a residential hub if approved.
Since Hilden House is in the Town Hall Conservation Area, any changes to the façade must match the surrounding area.
Robert Brym from Falconer Chester Hall mentioned the building’s urban aesthetic. He believes updated windows will give it a contemporary look while blending with the redbrick streets.
The project aims to be sustainable. By reusing the building, they hope to reduce waste and energy demand.
Besides the 100 apartments, the plan includes 58 parking spaces. The building was bought from Elite UK Real Estate Investment Trust for £3.3 million in November 2024.
