York: There are two new HMO applications in the city. The first is at 61 Wycliffe Avenue. The owner wants to convert a three-bedroom house into an HMO.

This application (ref: 25/00041/FUL) seeks to change the house for four occupants. The design and access statement outlines the plans to the council.

The owner plans to adjust the layout to add another bedroom. Currently, two bedrooms are large enough to rent, while one is too small and empty.

Right now, two York University students rent the property. The proposal adds two more bedrooms and a downstairs toilet accessible from the kitchen.

To create this space, a one-meter-wide hallway will connect the front door to the kitchen. This will take some space from the lounge, which will become a bedroom of about 12m².

Upstairs, the front bedroom will stay the same. The two back bedrooms will have their wall moved to make the smaller one big enough to rent out, increasing it to about 7.1m².

The largest back bedroom will shrink to around 9.1m². The garage will store refuse, one car, and space for five bicycles.

There’s room for two more cars on the driveway and street parking. The front garden will be paved to allow access for another vehicle.

The city council’s housing standards officer had no major objections. They noted that the ground floor living room window must be a fire escape window.

Planners are also reviewing a second HMO application at 7 Wellington Street, near Barbican Road.

This application (25/00107/FUL) seeks to change the use from a single dwelling to an HMO with rear extensions.

The design statement says the property is currently a four-bedroom student house. The proposal aims to extend the building to meet HMO requirements.

This will involve a double and single rear extension and a change of use to HMO. The design will match the surrounding properties.

The proposal aims to improve living standards for residents without affecting neighbors.
