Frostburg Unveils Plans to Fill City Administrator Position
Frostburg is set to fill its city administrator role after Elizabeth Stahlman departs for a new opportunity at the Tri-County Council.

Stahlman has been with Frostburg since April 2019, and before that, she was the community development director. She shared that she’ll always cherish her time in the city and the friendships she made along the way.
While she’s excited about her new role, she believes change will be beneficial for Frostburg. Starting February 1, Hayden Lindsey, the Director of Public Works, will step in as the acting city administrator, with Project Manager Lydia Claar as the acting deputy. They’ll keep their current jobs too.
The city plans to conduct a national search to permanently fill the position, which they expect will take a few months. Stahlman mentioned that one of her proudest achievements was overseeing the completion of the $2.8 million Frostburg Municipal Center, along with many infrastructure upgrades.
She expressed her gratitude to the commissioners and mayors for their support during her time. Lindsey, feeling the loss of Stahlman, noted that she’s irreplaceable and has made a significant impact on Frostburg. He believes she’s left behind a strong culture and effective operations that will endure.
