Chester Businessman Andy Dandy Launches Petition for Homeless Weather Protections

Chester: Adam Dandy, who runs Dandys Topsoil, started a petition last week. He wants the Severe Weather Emergency Protocols (SWEP) to cover more situations.
Right now, SWEP only kicks in during freezing temperatures. It helps bring homeless people into temporary shelters for safety.
But Dandy believes SWEP should also activate during named storms and severe weather. Heavy rain and strong winds can harm the homeless too.
His petition states, “We urge the Government to fund local authorities. SWEP should be active during all severe weather events, not just freezing temps.”
He emphasizes the need to protect rough sleepers from extreme conditions. No one should be left vulnerable outside.
Dandy points out that current policies focus too much on temperature. This leaves many homeless individuals at risk during severe storms.
He warns that named storms can lead to hypothermia, injury, or worse. Funding local authorities will help them act quickly to provide shelter.
As of February 3, the petition had 2,053 signatures. It needs nearly 8,000 more for a government response.
If it reaches 100,000 signatures, it could be debated in the House of Commons.
